The Independent Review of the Island Regulatory and Appeals Commission wants to hear from you.
The Independent Review was established under The Public Inquiries Act, and it works separately from government. Its job is to take a careful, impartial look at how the Island Regulatory and Appeals Commission is structured and how it works, and to make recommendations for improvements where warranted.
Residents, organizations, and anyone with relevant experience or insight related to IRAC’s work is invited to participate by sharing their perspectives. Your contribution will help shape what the Independent Review learns and what it recommends.
HOW TO PARTICIPATE
There are two ways you can participate. You can choose one or both options.
1. Make a submission
Share your views in writing or by audio, on your own schedule. It can be as short as a few sentences. This is the simplest way to contribute.
Deadline to Submit July 31, 2026
2. Make a presentation
Speak directly to the Independent Review Commissioner and staff at a public session in a community across Prince Edward Island. Presentations happen on set dates and times and are scheduled in advance with each participant. You must register in advance to present.

WHAT THE INDEPENDENT REVIEW IS LOOKING AT
The Independent Review is looking at the structure, mandate, performance, and transparency of IRAC, and options for improvement.
Its work focuses on four areas:
You don't need to be an expert to take part. If you have dealt with IRAC, have a view on how it operates, or have ideas for how it could work better, the Independent Review would like to hear from you.

WHAT HAPPENS TO YOUR INPUT?
Everything you share is read and considered by the Independent Review as it forms its final report and recommendations.
All submissions made to the Independent Review may be made public at its discretion. By submitting information to the Independent Review, you acknowledge and consent that your submission may be published to advance the Review's objectives.

WHAT DOES IRAC DO?
The Island Regulatory and Appeals Commission (IRAC) is an independent tribunal and regulator established in 1991. In plain terms, it touches a lot of everyday life on Prince Edward Island:
- It regulates electricity rates for electrical utilities, petroleum prices (gas, diesel, heating oil and propane), certain water and wastewater utilities, and waste management rates.
- It administers the Lands Protection Act, which sets limits on how much land a person or corporation can own.
- It hears appeals on items such as planning, residential tenancy (rent), environmental, heritage, and property tax matters.
- It also advises government on creating or restructuring municipalities.
